South Culburra Development
Sealark is delivering two vacant development lots on its land on the southern side of Culburra Road, adjacent to the Illawarra Retirement Trust aged care facility and opposite the new Town Centre Precinct of the West Culburra development in Culburra Beach.
The development comprises the creation of two new residentially-zoned lots which may be subdivided in the future to provide a range of dwellings, subject to future development applications.
Future residential development on this land will further support the businesses in the West Culburra Town Centre and the broader economic sustainability of the Culburra Beach community.
Collaboration with Illawarra Retirement Trust
The South Culburra site is directly adjacent the Culburra Place Retirement Village and Residential Care Home on Culburra Road, which is owned and operated by the Illawarra Retirement Trust (IRT).
IRT plans to expand its facility in the future and, through an agreement with Sealark, has agreed to acquire approximately six hectares of vacant land from Sealark, directly adjacent to its existing facility. This additional land will provide IRT the space and flexibility it needs to thoughtfully plan for the future and enable more older people and their families to access quality care and services.
To enable the sale of land to IRT, Sealark has lodged a Development Application (DA2026/1899) with Shoalhaven City Council to subdivide the relevant part of its landholdings. This DA was placed on public exhibition in August 2026.
The DA proposes creating a six-hectare lot for future residential aged care use adjoining the existing IRT community, as well as a separate 1.2-hectare lot near Culburra Road which will accommodate future residential development.
Sealark is proud to work collaboratively to support the expansion of the vital services IRT provides to the local community. Our agreement with IRT reflects a shared commitment to supporting essential community infrastructure in Culburra Beach.

Planning for the South Culburra development is in progress.
The Development Application (DA2026/1899) was on public exhibition from 3 August 2026 to 1 September 2026 and is currently under assessment.
