WEST CULBURRA MIXED-USE CONCEPT PLAN

Project Update – September 2023

Following Development Consent being granted for the West Culburra Mixed-Use Concept Plan on 1 December 2021, Sealark Pty Ltd has taken the following actions to commence implementation of the proposal.  Where relevant, the condition of the Development Consent being addressed is shown at the end of each item in parantheses.

Overall Project Tasks:

  •  Appointed Webics to develop and maintain this website (A21);
  •  Appointed Allen Price and Scarratts Pty Ltd to prepare Staging Plans with specialist assistance from various other sub-consultants (A12-A14). The Staging Plans have been reviewed by Council and Council’s feedback is being incorporated into the final plans;
  • Appointed Hutchison Weller Pty Ltd as “Environmental Representative” (A19-A20) following approval from the Department of Planning and Environment. Hutchison Weller has approved the final Water Quality Monitoring Program and the Aquatic Ecology/Oyster Aquaculture Monitoring Program;
  •  Appointed Austral Archaeology Pty Ltd with assistance from anthropologist, Susan Dale Donaldson, to prepare the Aboriginal Cultural Heritage Assessment and Aboriginal Cultural Management Plan including consultation with the aboriginal community and on-site archaeological assessments (B13-B24). An Aboriginal Heritage Impact Permit was issued by Heritage NSW on 18 July 2023 and test pitting commenced on 7 August 2023 with specialist assistance from representatives from Jerrinja Tribal Council and Jerrinja Local Aboriginal Land Council;
  •  Engagement with Shoalhaven Water regarding the proposed sewerage scheme (B36). A decision has been made to implement a Low Pressure Sewerage Scheme which provides improved environmental benefits for water quality and limits wet weather inflows to the Culburra Sewerage Scheme;
  •  Appointed Judith Stubbs and Associates to prepare the Affordable Housing Strategy (B38). The Affordable Housing Strategy proposes that 10% of dwellings (approx. 40) in West Culburra be set aside for “affordable housing”. The strategy outlines that Sealark will gift land to a Community Housing Provider who will provide the “affordable housing”;
  •  Appointed Atelier Ten Australia Pty Ltd to prepare a detailed Sustainability Framework to supplement the Ecologically Sustainable Development Requirements of Condition (B51);
  •  Appointed StudioGL Pty Ltd to complete Dwelling Design Controls for the proposed residential development precinct, which will provide a framework to control the character of the built form on the residential allotments;
  •  Appointed Martens & Associates Pty Ltd to prepare and implement the Water Quality Monitoring Program (C16). The water quality monitoring program commenced on 1 December 2022. The first 6-monthly interim water quality monitoring report was submitted to DPE on 22 August 2023;
  •  Appointed Marine Pollution Research Pty Ltd to prepare and implement the Aquatic Ecology Monitoring Program (C17). The aquatic ecology monitoring program commenced on 1 December 2022. The first 6-monthly interim aquatic ecology monitoring report was submitted to DPE on 22 August 2023;
  • Appointed Marine Pollution Research Pty Ltd to prepare and implement the Oyster Aquaculture Monitoring Strategy (C18). The oyster aquaculture monitoring program commenced on 1 December 2022. The first 6-monthly interim oyster aquaculture monitoring report was submitted to DPE on 22 August 2023;
  • Appointed Eco Logical Australia Pty Ltd to complete the required ecology surveys and impact assessments under the Environmental Protection and Biodiversity Conservation Act 1999;
    Ongoing liaison with Shoalhaven City Council with respect to various aspects of the proposal;

Stage 1 Development Application incorporating the residential precinct and the bulk of the industrial precinct (expected to be lodged in 2023)

  •  Appointed Allen Price and Scarratts Pty Ltd to coordinate and lodge the Stage 1 DA, including surveying, town planning and civil engineering work. A significant amount of survey work has been completed over the site;
  •  Appointed Martens & Associates Pty Ltd to prepare a detailed Integrated Water Cycle Management Strategy, geotechnical assessment and contamination assessment;
  • Appointed Ailing and Drury to prepare Landscape Architecture designs;
  • Appointed Eco Logical Australia Pty Ltd to prepare a Bushfire Protection Assessment;
  • Appointed Strategic Environmental and Engineering Consulting (SEEC) Pty Ltd to prepare a construction phase Soil and Water Management Plan;
  •  Appointed SLR Consulting Pty Ltd to prepare an Odour Assessment;
  • Appointed Eco Logical Australia Pty Ltd to prepare a Vegetation Management Plan for the proposed Public Reserves;
  •  Appointed Stantec Australia Pty Ltd to prepare a Traffic Impact Assessment;
  •  Appointed Wilde and Woollard Australia Pty Limited to prepare the necessary Quantity Surveyors report.

project status
